I think he means 'should it be up to the owners whether or not smoking gets banned in their venue?'.
I'm all for the smoking ban. I used to hate going to gigs and coming back stinking of smoke or covered in cigarette burns. Smoking bans or no smoking bans - smoking should not be allowed in a moshpit/on a dancefloor full stop!
But, yes, I feel it should be up to the owner of a venue to decide it they are going to allow smoking. It's their business after all.

I'm glad it has been applied. Like you said I hated going to gigs having to stand near someone smoking right in your face, it's just horrible. And the point of smelling like smoke I also hate, you have to air out your clothes then wash them to get rid of the horrible smoke. No more!
